Zephyr Jira Pricing Inquiry

Question

There are 42 people in the entire team who have joined JIRA, and there are 4 people in the project in the team (QA Team) that wants to use Zephyr.

So if you pay in the current situation, is it standard for 4 people?? Or is it paid to 42 people??

Only 4 people use Zephyr.

I wonder if payment is made for each project that wants to use Zephyr.

Last time I checked on this a few weeks ago, Atlassian plug-in policy is that licenses are per users of Jira, therefore it would be 42 users.
