Test Environments

Is it possible to define a list of environments that would be available to multiple projects to see and select?

I haven't seen any feature like this - a global variable that would persist across multiple projects.  It would be a great feature to have and I could see that being of use in several areas.  You could post it as an idea to the Roadmap portal if you feel like sharing:
