Transfer Organization Ownership (Free Plan)

My organization was formerly on a paid plan, but has downgraded to the free plan as our activity on this API documentation has significantly decreased.

The organization currently lists 2 users, but only one of those has any roles as the free plan only supports a single user.

We would like to permanently transfer ownership from the current owner to the other user, but cannot do so through the UI because it says no license seats are available.

Please assist.
