ssrs unable to open swagger xml - says it's not well formed

Hi

Creating XML file from swagger (webApi)

SSRS can not read the file - claims the XML is not well formed (It is well formed)

I have a hunch that Swagger is adding a few "invisible" characters in front of the XML because

of UTF-8 encoding - and this causes SSRS to assume the XML is not well formed

Any ideas/workarounds ?
