I'm going to open an internal enhancement request to improve the wildcard functionality for XPath match assertion. The way this is currently documented is to use as:
<soap:Reason xmlns:soap="http://www.w3.org/2003/05/soap-envelope" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:xsd="http://www.w3.org/2001/XMLSchema">
<soap:Text xml:lang="en">*</soap:Text>
</soap:Reason>
