When deploying to tomcat do I need to upload /lib every time

Yes this is my first post - I have used the doco and forums and have had much success. Thanks for great software!
I looked through the forums and did not find an answer although I may have missed it. If I did please forgive me.
My question:
When I "deploy as war" I get a few files and a soapui folder containing my project and a lib folder with tons of libraries. Does anything in lib change? If I make small changes to my soapui project can I just replace the project file on our tomcat server?
