TcpMon Setup

Hi,
I am having trouble using TcpMon with SoapUI. I keep getting the below message when I try to launch it from SOAP
"java.io.IOException: Cannot run program "cmd.exe" (in directory "D:\Program Files\TCPMON\build"): CreateProcess error=267, The directory name is invalid"

Im guessing this is because there is no "build" file in the directory im pointing to. Ive downloaded "tcpmon-1.0-src" from Apache but this doesnt contain a "build" file. Am I missing something obvious here?
