I am assuming that you have one very basic call that can take the place of your step#1.
Have each of your test cases call the four steps you describe at the beginning. If you have access to the -Pro version, you could refactor this out to a Run TestCase step: http://www.soapui.org/Functional-Testin ... tests.html
