Couple of things:
SoapUI comes with version 2.5 (not 2.6 as per your link) of StringUtils: http://commons.apache.org/proper/common ... Utils.html
I think you misunderstood the meaning of start and end:
start - the position in set of chars to start at
end - the position in set of chars to end before
