When you are using Citrix, you probably connect to another network. I recommend to launch a browser on the remote computer and check the WSDL from the browser.
If you won't be able to open WSDL in the browser, it is a networking issue.

Yes, you can search web for other public services and check them, e.g. this one: http://wsf.cdyne.com/WeatherWS/Weather.asmx?wsdl , but if the outgoing HTTP is restricted, the result will be the same.
There are two options:
1. To run SoapUI on a different computer (in a different network), which can access the services you need.
2. There can be a HTTP proxy which you have to use, then you need to configure it within SoapUI preferences. Or you need to ask your network administrators to allow HTTP access to the target addresses.
