A single, comprehensive, "all-in-one" Adobe PDF file (or Microsoft Word document) would be easier for your end users because:
a) searchability within one document netting cleaner and less confusing search results
b) portabiltiy
c) less overlap as currently exists with web links
d) ease of use
e) more efficient printing - out of one document as opposed to working one's way through 20 or 30 different separate, distinct, and unique links
