Using operators in SOAP requests

Hi, My ask is to get a set of terms that do not have a particular attribute in the response. Is it possible to use something like "Does not contain" or "Not equal to" in SOAP request. A sample requ...

I believe, if one can create schema, then obiviously can have such elements or attributes of request/response. Do not see anything unusual.
