Soap 3.6.1 is unable to launch on my PC

Hi Community,

I am a new user of Soap and using soap 2.5.1 before. I have installed the latest version of Soap 3.6.1 on my PC but I am unable to launch it.
I am getting the following error. Has anyone familiar with this error ?
