Hi Marek,
You don't have to create it using the XML. Each Config has corresponding, .Factory.newInstance() method available.
So you should create the object using this factory method and then set whatever values you want to set to config properties.
The way I understand is, you should get the available resources by navigating through the project/testSuite instance and then add testSuite/testStep/testRequest objects.
