I tested this
in a regular expression editor http://gskinner.com/RegExr/.
With this content:
And it should match only <ns2:I>(12649064,U|289843,D|274039,A|73611,S|34,P|2,PL)(S,C| and ,SSO|R_P,AC_TE)</ns2:I> skipping the db2* string.
Did that work for you? A similar regular expression should work on the latest xml snippet you posted.
