I do not see a Properties tab on the project page.
Did you mean the WSDL Settings tab under Preferences? On this page, the 'Cache WSDLs' option is enabled.
I can also confirm that the project XML file contains a embedded copy of the WSDL.
However, as seen in the testrunner logs, the WSDL is explicitly loaded anyway.
