The environment selected as the "E parameter" is actually used. If you add a request to your test and log what host is used you can see that it will depend on what environment you set the in the command line.
But there do exist a bug here that your attached projects clearly points out and that is the project.getActiveEnvironment() that doesn't gets changed according to the command line. I have reported a bug about that (SOAP-1059) and put it in our backlog for prioritization.
