Problem with creating many users

Recently , our company wants to find out the search server performance , so I deceide to simlulate one thonsand users and require one time in one minutes.
Therefore, I try to create 1000 users to test the server performance, but it can not working correctly. I used useage generator to simlulate one thousand users and set request interval 100mill. I use wireshark to capture the pacage and find out there is only 550 syn in it and some users requre more than one time in one minute. I do not know how to deal with it . Please tell me how to fix this problem. Thank you very much .
