Hmm, I'm not sure. I have 1.1, 2.0 and 3.0 installed. I have probably done something wrong when packaging the app.
If you have a real IIS on your computer, then maybe that's a better spot.
If you drop the attached service file in:
C:\Inetpub\wwwroot\
then you should be able to get a service at:
http://localhost/service.asmx
and a wsdl at:
http://localhost/service.asmx?wsdl
