This sounds like a firewall/proxy/vpn problem.
Be sure to check your firewall settings in Windows. It should be set to allow Java/loadUI.
You may also want to test to disable IPv6 in Windows (http://support.microsoft.com/kb/929852) or in loadUI (add java.net.preferIPv4Stack=true to the text file [loadUI-folder]\conf\system.properties).
