what is the soapui version you are using? did you test different versions?
I guess you don't have the issue when you run the mock from the soapui gui. Could you confirm?
Could you tell me how you generate the war? If you do it with from the gui, could you provide a screenshot to let us know with configuration you set to produce the war?

http://localhost:8080/foo/bar ?
You talk about accessing the wsdl. Could you give more information as you also state you have a rest mock services?
