I think it worked on Win7 even before. You just need to specify war file when creating it. Only war directory in mandatory. Creating war directory should be enough if all is in place.
That means WEB-INF folder and its contest. If you turn on WEB UI debugging than you should have two more files outside WEB-INF folder: stylesheet.css and header_logo.jpg. Reason for this is that you can manually add/modify service deployment files. Anyway war file is just ordinary zip file, just change its extension.
