Load with strategy Thread doesn't ever reach the Limit

Bug - the cnt says 579, err is 0, but the limit was 1000. It is consistently not matching the limit amount I put in.

Using soapUI 4.6.4 on win7 and accessing the load tests through soapUI and the treeview.
