I just used the File Checksum Integrity Verifier (FCIV) to validate the MD5 sum of the downloaded loadUI-2_1_2.exe file. The file's MD5 sum as stated on the download page is:
a00131ee57063ff3f2613ec0b4391eaa
FCIV computes the MD5 sum of the downloaded file to be:
c8d4b9848910163ab1e2f9cafb5e8b6b
Ultimately I solved the problem by explicitly choosing a mirror site (HEAnet) rather than relying on an automatically selected mirror.
Hopefully this will help others who experience this issue.
