Imported wsdl, requests do not look anything like samples given by service creator

I am attempting to generate service requests for use with a new "service provider".   A state ageny has a system to accept state mandated goverment forms and provided a WSDL defining their various WCF services.   I imported that into Ready API 1.3.1 and the resulting requests look nothing like the sample requests provided in the states documentation.

Where can I find a description of whatever is required for me to generate requests for the states WCF services ?
