I dont see New REST Service from URI in readyAPI 1.3

I am not able to see this window

Got it, what you wanted to say. Probably you might in SoapUI NG tab where only test suites are visible.

If need to make those changes, you need to go to Projects on top[as shown below].

Here you should be able to make those changes to the resources, add new resources etc.

Ok, but what is the problem being faced? Just note that while creating resource itself you should be able to select the appropriate method. Later I do not think that it needs to be changed. Isn't it?

  Yes I am able to see create REST project from URI initially but not anywhere during project, also not able to change the GET method to POST.
