how to create new test step action group

Hi everyone,
I am trying to add new test step factories from test step level, same as "add step" , but i am getting error in action group class that i created, i am attaching the error kindly respond back as soon as possible.
I have created ESBActionGroup class in com.soapui package, and created the jar file of it, i -actions.xml this particular class group is not getting recognised. kindly help me in debugging this issue.
