Help link not working creating a new Run Testcase TestStep
To duplicate:
Click on link to "Create a new Run Testcase TestStep"
At "Add Step" accept defaults and click OK
Click "Show online help" link from Run TestCase Options
Clicking on the link will bring user to\bin directory
