Thanks for reporting this! The problem is rather technical: The Fixed Load Generator doesn't sum the Currently Running Requests from all connected Runners.
I have fixed this in the upcoming nightly build and also attached the new Fixed Load Runner to this post (just replace your current FixedLoad.groovy):
