enterprise configuration file is mandatory?

Performed the uninstallation steps covered in the other discussions and continue to get this error? Any ideas?


#### Java Web Start Error:
#### You can not run this program because your system deployment.config file states that an enterprise configuration file is mandatory, and the required: fileC::/Windows/Sun/Java/Deployment/deployment.properties is not available.

    Here is what my .config and properties file look like


    deployment.system.config=file\C:\:/Windows/Sun/Java/Deployment/deployment.properties
    deployment.system.config.mandatory=true


    #System Deployment Properties
    #Fri Jan 18 09:50:48 CST 2013
    deployment.security.level=MEDIUM
    deployment.security.level.locked

    I performed that steps in the thread titled "Installation/Startup problem" and cannot start LoadUI. I am wondering if I have to make any changes to the Development.Config and Development.properties files?
