To start things off, since the question is quite general it would really assist if you could give us some more context.
- What kind of encryption are we talking about?
- Is there any kind of authorization that is needed?
- Does your WADL tell you anything about the format it expects?
It can most likely be done using a combination of SoapUI and LoadUI so i would start by asking around in the SoapUI forums how to achieve what you want functionally, then move the project to LoadUI to put Load onto it.
