Unfortunately, although people seem to be writing quite a few plugins and custom test steps, they haven't been sharing them with the community a lot.
For this reason, creating a plugin file format is not a priority at the moment. The next releases will be mostly about adding REST functionality to SoapUI and improving the GUI.
