So if you have other requests in your webservice in which there are no SOAP requests or assertions it is going to lower the percentage represented in the test case as the test case has a higher amount of coverage items since it is considering your entire webservice. Please look at the example screen shot below, I have a test case with one request as well but my web service has two endpoints for SOAP 1.1 and SOAP 1.2 with corresponding requests. However I only created a SOAP request test step for the SOAP 1.2 endpoint in which 4 out of 5 coverage items are covered (80%), since I do not have another SOAP request test step for the SOAP 1.1 coverage I am 0 out of 5 (0%) in coverage for the SOAP 1.1 endpoint. Both of these coverage items combined make my test case 4 out of 10 which is 40% of coverage.
