The command line runner is intended for running complete tests, which require no interaction once started. Generally it is used for test automation, such as scheduled tests that run periodically. If interaction is required the standard loadUI graphical application should be used.
If you wish to have a test where at as specific time the load is changed, you can either use one of the included VU Generator components, such as the Ramp Sequence component, or using a Scheduler to start and stop VU Generators at specific times, or by creating a custom VU Generator which acts as you want it to.
