addNewEnvironment defect

By using addNewEnvironment API call, I can add as many environments as I can and all with duplicate names. They all are added as active environments.
There is no check whether specific environment with the same name is already present in the list or not.
However when you try to add duplicate environment in the tool, the error message is displayed that environment should be unique.
