Add the ability to move parameters in the request editor

There is an ability to move parameters up & down in the resource or method editor but not in request editor. Unfortunaly, the parameters sorted on upper levels do not save their order on the request level.

It concerns the Request View & Form View (the last one - for SoapUI Pro).
