Sequence Groups of Test Sets
Is there a way to sequence the order of execution of Test Sets,....?

You can sequence the Tests within a Test Set, then mark the Test Set Sequential, but we do not have a sequencing on the Test Sets. You might be able to do something with a custom field on the Test Set, which you could use to prioritize, sequence or group Test Sets together.
