Can a single record or set of records be locked down
If so, can they be locked down by user or role? Can a "locked" state be made?

Hi Brett!
Security is by entity, so for example you can restrict permission to Defects for a Security Group, but not for just a specific set of records. We have had a couple of requests for security by folder, so that's something we may address in the future.
