Are you using the free version of the tool or a commercial license?
The last time I saw this kind of behavior, it was related to a bad installation of LoadComplete's remote agent service (the service that generates the load). The fix was to reinstall the software by right clicking the executable and selecting Run As Administrator.
That will likely solve the problem, but before reinstalling, you could also check that the service is running (Start > Run > services.msc > "LoadComplete 3.20 Remote Agent").
