You can try monitoring performance counters of the machine where LoadComplete is installed. It looks like you’re looking for the Network Adapter counters such as Current Bandwidth, Packets Received Errors, etc.

AlertSite measures client-side load time, including time to first byte, content download time, first paint and other metrics. Here's a full list of metrics:

Loading process can be visualized as a waterfall chart (similar to the one in browser dev tools).
You'll need to use monitor type = real-browser (DejaClick) to get results like this.

In addition to AlertSite (or in combination with?) you may try and consider AQtime.
AQtime can do client performance profiling of certain web pages (to some extent). This gives you time spent on the client inside page script code. I do not think that actual image rendering consumes significant time when compared to download and script times.
Results provided by AQtime for web page profiling are somewhat not pretty detailed due to page script code specifics but combined with results provided by LoadComplete may give you some idea about where and what time is spent.
