[CPP] pkg-config/GNU AutoTools support?

I realized after I opened this issue that the posted instructions were to start a new conversation first, but I missed that. My question is how to use cucumber-cpp with GNU AutoTools (which uses pkg-config) and why PR#237 wasn't merged in 2019 when it looked like it was about to be:
