Hi Kevin,
In Collaborator, there's no such a feature "Not available". The best way to achieve that is to use Collaborator feature called "Review Pool" where allowing an "Author" to select a Group as a participant, for a given Role. Once you complete the planning/annotating stage and move the review to the "inspection" stage, all users in the group will receive a notification. Whoever takes the review first will be the participant.

Another feature in Collaborator is that you can specify how many reviewers required to approve the review. Meaning, you may add three reviewers to the review, but you require just one reviewer to approve the review in order to consider the review completed.
