It's difficult to say the exact reason. Something wrong could happen to file and folder permissions. Can you check if you can create any other file in this folder from Windows Explorer?
Maybe, the file is locked by an application. To check if it is AQtime that locks the folder, you can check whether you can create a file with the same name from Windows Explorer when Delphi and AQtime are not running.
