Zephyr Squad Cloud Folders

Appears that only able to create a Folder from under a Test Cycle.

Can the same Folder be used across multiple Test Cycles and multiple Projects?

Want to create a test case repository containing all test cases across multiple projects and see that there is no Tree structure allowed.
