Adding test steps to Jira issue via API

Hello all, we are migrating our RQM tests into Jira thru API calls.  I can create the "test" issues correctly in Jira, but I've been unable to add the test steps using the Zephyr API calls.  I've worked thru different stopping points, but now I'm just getting an 'Unauthorized' error back regardless of what key value I put in the Bearer type authorization in the http call.

Has anyone done this successfully, or used another method for a similar migration?
