Why "Step Maximum" assertion is missing log entries

I have activated "TestStep Max Assertion" and set

Maximum Requests = 0
Max Time = 1

Basically this should generate a log entry for each SOAP request/response.

In reality I get less entries in the log than the number of requests.

Any idea why?
