TPS configuration to keep its value under multiple webservices loads.

Hi,
I'am a new to SOAP UI. I 'am interested in TPS settings or any configurational changes to keep it's value low under 1 at various multiple webservices started simultaneously at various loads by increasing threads.
Any information provided be helpful.
I 'am using SOAP UI 2.0.2 version.
