test delay - how does it work?

Can someone explain test delay in load testing please?

Test delay is between batches of requests

exaple:
10 threads, 10 runs, 10 secons delay, 10 teststeps in the testcase

Does it start with 1 thread, one teststep after the other until the batch is done and then start the delay? After the delay starts thenext run until the 10 runs are done?
Does the 2nd thread first whait for the delay to pass and then starts ?
Then the last thread starts 100 sec after the first one started.

Is this correct?
