Seting Skew Time for SAML Assertion

Is there away to set the skew time the SAML notOnOrBefore times? My desktop and the server time are not insynce and I'm not able to modify the time on my machine because it is locked down. In our other products that create/generated the SAML assertion have a place to enter a skew time for the start and end time of the assertion.

Any help here would be appricated.
