RESTFUL Web services - API question

I had a question regarding RESTFUL web services. Normally RESTFUL web services in SOAP UI are tested by providing an URL of the resource and then setting the parameters . Is there any way I can test web services without giving the URL .? To be specific I would like to know if there is a way in SOAP UI to test web services using the API calls rather than the URL's. So Instead of calling an URL I would rather call the class or the method that is handles the web service request ?
Any pointers / feedback/answers are appreciated.
